Dear Bill and Mark.

I hope this email finds you well.

The subject of this email (IMPORTANT and URGENT) is because the project in Fiji is basically ready to be submitted to the GEF. The people that needed to provide comments are all on board. We only need to resolve one issue: the Letter of Endorsement.

As I understand, there is a Letter of Endorsement for $90,000. This may be too much for the minimum set of activities that you though would be necessary to prepare the Medium Size Project (assuming the PIF is approved).

There are two solutions:

1. Wait to get a new LoE with a lower amount for the PPG.
2. Use the LoE as is.

Bill mentioned that he could get the new letter of endorsement within three weeks. Towards the end of last week, you estimated that this will not take more than a week if Jope was in town. Is he? Could you please update us on this matter?

If it is not possible to obtain the LoE by in a week's time (September 19th), I suggest submitting the PIF with the current LoE.

If the PIF is approved approved, the PPG could cover the preparation activities of the MSP including some of the activities needed to deliver some of the outputs, The PPG could cover preparatory activities leading to: (1.1) Administrative systems / Procedures for ABS agreement negotiations between the government and relevant institutions strengthened= including clear roles and responsibilities and business standards for screening and approval processes, (1.2). Electronic database on biodiversity, natural products, ABS agreements, and projects installed in relevant national institutions , including data handling system among national and international institutions for harmonized sharing of information on samples collected and scientific results. (1.3.) Awareness programme for national stakeholders on Nagoya Protocol obligations.

With these investments, the Government will be able to get moving towards the development and implementation of the project.

I would need you and UNDP to be comfortable with this suggestion. Santiago? Sameer?
